Abstract

Effective policy making must be a learning process which involves finding out from experience what works and what does not and making sure that others can learn from it too. It is not enough to describe just “what” has happened in a particular setting, but it is also necessary to understand “why”. The processes of health policy making and the adjustments required to accomplish health objectives are complex and often poorly understood. The analysis of how and why national health reforms perform differently from anticipated, achieve less or fail has not received much attention so far.
In order to evaluate and explain public health policy, it is important to build upon empirical evidence but also to make good use of existing knowledge, concepts and analytical frameworks. Learning from an internationally comparative perspective can provide valuable evidence on the role of institutional settings and policies.
Based on examples from different countries, this session aims to stimulate discussion on how health policy making can be improved by taking into account the empirical evidence in a broader political and social context of reforms.
