Abstract

In principle, public health programmes should be evaluated from a societal perspective, since they generate costs and benefits far beyond the health care sector. Using examples from a review undertaken for the UK Department
of Health, this paper will demonstrate that undertaking evaluations from the societal perspective is much more difficult in practice.
